The City Admministrator

1. The city administrator must be a citizen of the Philippines, a resident of the Science City of Muñoz, of good moral character, a holder of a college degree preferably in public administration, law or its equivalent. He must have acquired experience in management or administrative work for at least five (5) years immediately preceding the date of his appointment,
2. The term of administration is coterminous with that his appointing authority.
3. The city administrator shall serve as a career official of the City and shall receive such compensation emoluments and allowances as may be determined by law.
4. The city administrator shall take charge of the city administrator’s office, and shall:
   1. Develop plans and strategies and upon approval thereof by the city mayor implement the same particularly those which have to do with the management and administration-related programs and project which the city mayor is empowered to implement and which the sangguniang panlungsod is empowered to provide for under the Local Government Code of 1991;
   2. In addition to the foregoing duties and functions, the city administrator shall;
      1. Assist in the coordination of the of all the officials of the City under the supervision, direction and control of the city mayor, and for this purpose he may convene the chiefs of offices and other officials of the City;
      2. Establish and maintain a sound personnel program for the City designed to promote career development and uphold the merit principle in the local government service and;
      3. Conduct a continuing organizational development of the City with the end in view of instituting effective administrative reforms.
   3. Be in the frontline of the delivery of administrative support services, particularly those related of the situations during and in the aftermath of man-made and natural disasters and calamities;
   4. Recommend to the sangguniang panlungsod and advise the city mayor on all matters relative to management and administration of the City; and
   5. Perform such other duties and functions and exercise such other powers as provided for under Republic Act No. 7160, otherwise known as the Local Government Code 1991 and those that are prescribed by Law or ordinance.
